PRESS RELEASE

“Monitoring places of detention”
Speke Resort, Kampala, 19-22 November 2013

On 19-22 November, representatives of National Human Rights Institutions (NHRIs) from
11 African countries will gather in Kampala, Uganda, for a workshop on how to monitor
places of detention.

To effectively prevent torture, the institutions in charge of protecting human rights need
to build and strengthen knowledge and skills on detention monitoring particularly with
regards with the methodology of preparing, conducting and following up on visits. This is
something that the Swiss-based Association for the Prevention of Torture (APT), in
partnership with the Network of African National Human Rights Institutions (NANHRI),
wants to address through a regional training workshop on “Monitoring Places of
Detention”, which will be hosted by the Uganda Human Rights Commission (UHRC).

The overall aim of this training is to enhance the capacity of African NHRIs to implement
their mandate to monitor places of detention through a blended learning including a
peer-to-peer exchange.
This training started in October with an online distance learning course. The Kampala
workshop will now bring participants together to further exchanges on good practices on
detention monitoring. A practical “visiting exercise” to a place of detention will be also
carried out.
This workshop is an integral part of the blended learning 3-year APT-NANHRI project “A
continent against torture “. The objective of the project is to strengthen the institutional
capacity of African National Human Rights Institutions to prevent torture in their countries.
